The War to End All Wars 3rd Ed.
Complete Game Rules

Historical Scenario

In the Historical scenario, the Allies consist of Britain and the British Empire, France, Russia and Japan. Serbia is a minor nation controlled by the Russian player. The Central Powers consist of Germany and the Austro-Hungarian Empire.

The Ottoman Empire, Italy and the USA have set entry times that can only be adjusted by a select number of events.

Japan:

Japan begins the war only collecting 40 of its resources each turn. This is representative of the fact that WWI was a mere opportunity for Japan to seize Germany's Pacific holdings. If, however, the war begins to go badly for the Allies and Japan may become at risk of having to confront German or Central Power forces, Japan may begin to start collecting more resources per turn as it gears up its military effort.

--1) If a Central Power nation captures a territory held by Japan at the start of play, then Japan collects its full amount of resources per turn.

--2) Japan collects 10 additional resources per turn if any Central Power nation occupies the Suez Canal.

--3) Japan collects 8 extra resources (cumulative) every time a Major Allied nation surrenders.

--4) Japan collects 15 extra resources (cumulative) per turn every time a Major Allied nation is conquered.

All of the above are merely increases on the maximum number of resources Japan is allowed to collect per turn. In no circumstance will this allow Japan to collect more resources per turn than the total resource value of all the territories under Japan's control. Also, the Allies may not lend money to Japan until Japan is collecting its maximum number of resources per turn; free of restrictions.

If Japan loses resources due to lose of Naval Trade to enemy ships or submarines or should resources from island territories not be able to trace back to the territory where they should be collected, then those loses are subtracted from the resource income Japan is currently allowed to collect, even if Japan still has other resource not yet commited to the war effort.

The Ottoman Empire:

The Ottoman Empire may declare war against the Allies on its third turn, or may choose to wait longer to do so. The Ottoman Empire collects 30 resources while neutral.

Italy:

Italy may declare war against the Central Powers on its seventh turn; but may wait longer to do so. Italy collects 35 resources while neutral.

The United States of America:

The USA may declare war against the Central Powers on its turn 17, but may wait longer to do so. The US collects 35 resources while neutral.

China:

China may declare war on the Central Powers on turn 18, but may wait longer to do so. When first declaring war China will only spend 20 resources per turn on the war effort. If China should lose a territory to the Central Powers then China will begin collecting its full amount of resources each turn. While neutral China will only collect 10 resources per turn.

Historical Scenario Victory Conditions:

Naturally, should either side manage to conquer the opposing side, then they win outright. Odds are, however, that won't happen. The historical scenario lasts 26 turns, with each turn representing a two-month period. This brings the game to the historical end date of the war. Historically at that time both Austro-Hungary and the Ottomans had already surrendered and the German armies were in retreat on the western front at the time of the German surrender. Thus the Allied Powers win if they can either force a surrender or conquer Austro-Hungary and the Ottoman Empire, plus have forced a surrender from or conquered Germany, or at the very least own and have incorporated at least one territory in homeland Germany. If the Allied Powers fail to accomplish this, then the Central Powers win.
