The War to End All Wars 3rd Ed.
Complete Game Rules

The Basic Strategy

The goal is simple: complete and total victory over the enemy by any means possible within the confines of the game rules. A, complete victory is the total conquest of every nation, major and minor, or a surrender from those nations not conquered. To accomplish total victory, each side will have to effectively manage all of their armed forces, squandering nothing. In World War I all offenses against an enemy trench line were very costly: historically, the Allies and Central Powers were very evenly matched. It wasn't until the United States entered the war that the balance of power was tipped in the favor of the Allies. This means that unless you are an uncanny strategist or your opponents are complete fools, there will be no quick victory. Unless you are playing Russia or the USA, you should fully expect to eventually expend your infantry manpower. Once it costs twice as much to line up those trenches with infantry, defense becomes quite challenging. Pay as much attention to the attrition element of the game as you do the tactical or economical. It does no good to conquer two thirds of your enemy nations only to squander your manpower reserves and find yourself lacking the infantry needed to complete the job.
