Turn Phases:

Phase 3: Build New Units:

Now it the time to spend that money (production points) you just collected. See the chart below to see how much everything costs and the abilities for each unit. Spend wisely. Remember, if you are the British all your units must come into play on the British Islands and be shipped over to America or you may build units in the colonies (Canada or America), but each unit built in the colonies will cost you 3 times as much if you make them in England. In order for England to build a unit in the colonies, it must be on a city they currently occupy and which has not been Slash and Burned. Remember, any city the Brits have taken, but have moved all troops off of, automatically revert back to American control, and hence can not be used as a location to build new troops. Britain must have owned a city at the start of its turn in order to be eligable to build new units out of it.

Building Troops, all Infantry, Hessians, Dragoons, Cannon and Generals must be built out of cities. Newly built ships are placed into a sea zone adjacent to the city it is built ouf of. The Americans can build Militia outside of cities, but the cost to do this is double the original cost.

When you build a General place all your generals that have not yet been in the game in a line all face down, then move them all around so that you cannot tell which is which. Then simply pick a General. Once a general has been taken as a loss, remove that unit from the play. It can not be recycled back into your pool of available units. All other units that are lost are recycled and may be purchased again.

Canadian Troop Levels: Canada may only produce a total of 10 infantry and 2 Cannon for the war. No other units may be produced there.

Hessians can ONLY be built in England (actually they are built in Germany and shipped over to England, however we don’t have time for all that, you should be playing a game NOT doing accounting).

All newly built French ships and land units must be placed on the "French Begin Here" offmap box area adjacent to the British Isles. If there are newly built transports or existing transports already in the French offmap box, newly built land units may start the game loaded onto those transports. If there are no transports available, then land units are assumed to be in France proper and will need to be loaded onto transports once they become available.

Phase 4: Place New Units:

Go ahead and place those units you just purchased.

Special Rules:

Hessian Troops
Hessian troops cost less than regular British Troops, however if they are the only unit in that territory they will automatically slash and burn (see special Rules: Slash & Burn below) the territory that they control. Also Hessians at the end of every turn where they occupy a territory jointly with other British troops must make a pillage roll. Any time they roll a 1 they slash and burn what ever territory that they are in. Hessians may only be built in England and shipped over to America.

Naval Blockade of America
Britain has the option of forming a naval blockade of the American coast to stop all trade with the American colonies. This will have the effect of keeping the US from getting the 15 production from Spain and France. In order for the blockade to work their must be at least one (1) ship of the line in each sea territory that connects to the American coast line. If there is but one gap, the 15 production from Spain/France gets in. The gap must be at the start of a turn. For instance, the US player uses the Pirate Actions rule takes a ship from the British. Since the US player goes last and that was the only British ship in that sea territory there is a gap because at the start of the next turn there is no blockade. Only ships of the Line may count for the purpose of a naval blockade. All Sea Zones are that the British must place ships in are marked with a yellow square.
